Non stock suspension work done by a previous owner. Before cutting anything, my advice would be to attempt to determine what you have.

Yes, it can. Determining what you have should include making certain the front springs are properly seated and the suspension fully settled. And, it's just possible that the PO tightened the control arm bolts with the front end off the ground too.
