Open wire near shifter on late 1977?

Open wire near shifter on late 1977?
Hey guys,
Hoping someone can help me identify what this random wire is sticking out just in front of the shifter area. I am refreshing the interior and when I removed the console, I found this(see pics). It is black on the outside of yellow on the inner layer. It comes out of the wire loom with an orange wire and a brown wire(brown goes to climate control). Let me know if you need more info or can help

just a guess , but I don't see the cigarette lighter unit , I think its power was from an orange and it had a big ring on a black as the ground. Maybe its just outside your pic.
