How much vacuum does the brake booster require to operate properly?
I'm trying to test to see if my brake booster is bad or if it's not getting enough vacuum.

Rule of thumb I have heard is about 15" but some here have said that they have run low teens and were ok. These numbers are measured at the manifold and you should have essentially manifold vacuum to the booster.

I have run cars with power brakes that have had about vacuum as low as 12 and have been fine.
Make sure that the brake booster it self is not leaking and will hold a vacuum.
