If it is erratic it is likely the tach board. Had the same problem on a '77 L-48.
When I went to start the car, tach was on 0. Started car, tach worked fine, but when I shut car off, tach sprung up to 3000. Put key back in, one click to accessory and tack settled back to 0. Gremlins! Thanks for pointing that out. I never noticed it was doing that. Appears it settles to 0 after it sits for a while or you put the key in to start it.

Based on the fact that it reads right you might just be missing the tach filter. The tach board is cheap, but a PITA for a '77. The filter is very easy to access as it is bolted to the intake manifold.

I bet that's it. The guy I bought the car from replaced a manifold gasket. I will take a look this weekend.
