So, does it matter if the side pipes are original (as in '69) or add-ons (as a '70 would have to be)? Color? Numbers match or not?

As far as color: Lemans Blue, Burgundy, Silver or Black.
Numbers matching: looking for an original engine and major component parts to match the car but I am flexible here.
I want something I can drive on a semi-regular basis but will hold it's value.

A '69 driver as you wish for 30K,perhaps. A '70, not very likely as they are much rarer but you may get lucky. Several years ago I offered a '72 47K original mile Warbonnet/black base 4sp roadster and my '72 28K original mile LT-1 coupe,loaded no A/C,bad original paint(did they even fill gun with paint?) Warbonnet/saddle. Both at the same price. Calls were 50 to 1 about the roadster. Everyone wants a roadster and demand far outstrips original production. I have seen some VERY nice '71's and '72's for under 30K very few '70's. A 4sp over an auto all day long.
Be patient one will turn up, I vote for a '70 any and all day over a '69

I'd much rather have a '69 than a '70. OP, I think you should look at the cars and decide which you like, if you are not aware of the visual differences. Each model has their fans. Decide before you shop.

General comment: In the years you desire, the convertibles command a large premium over the coupes. 4 speeds command a premium over automatic transmission cars. Original AC cars command a premium over non-AC cars. Highly original cars command a premium over NOM cars. Cars in good condition always command a premium over cars needing a lot of work. All that said, with a $30K budget, you might want to start thinking about which of the aforementioned areas you can be comfortable having some flexibility.
