What's a fair labor charge to R & R a Rack & Pinion on a 84'?

I donno what the book says, but that sounds sorta ok.

it's a DIY project, really.

I think my Mechanic charges $80.00 / Hr...Probably worth it..He's right down the street & very reputable.

If you have a shop do the work, have them replace the outer tie rod ends at the same time. They have to be removed anyway so you may as well get new ones. They should also reset the toe-in at the same time.
