EGR Valve Error Code 32

EGR Valve Error Code 32
My 1990 is throwing an Error Code 32, which is EGR Valve Error. I have the FSM and read the process. Is usually indicative of a bad EGR Valve or a clogged vacuum line? The car is running real rough - spitting & sputtering. Is this the cause of the EGR Valve Error? I am just ignorant to this so I was looking for some learned opinions.

Egr
89 vette. My experience with code 32 is alot of the time not the egr valve itself. You can see if egr vavle is moving with a small destist mirror looking at the bottom side of it. The bottom is open.

I know that this sounds dumb (I have already admited my ignorance), but where is it located?

Its located under the plenum about half way back. Its a round valve about three inches across. You can see it best looking from passenger side looking under plenum.

EVERYTHING, depends on proper vacuum. Maybe turn signals don't (and maybe they do too)...
