how to jack when the tire is low and it doesn't fit
Thats the jest of it. I have a friend car sitting for me while I am away. He said that he went to take it for its weekly drive and found that one of the rear tires was flat. He tried to put a jack under it, but he said that it was too low to get it under there. They are in the middle of a snow storm there, so he can't get my portable air tank. I don't want the tire to get ruined, so I am asking for your wisdom.

Instead of jacking close to the rear, try jacking at the front.
I've seen c4 rears clear the road in the rear if jacked up high enough in the front. Can do the same at the rear if its the front thats flat.
Another suggestion is to roll it up on a 2x6(10, 12) to get the jack to clear. Had to do that with the GF's C5

If they can't air the tire up, perhaps a can of fix-a-flat will get the car up enough to get the jack under it. Only other think I can think of is to place a block of wood or brick infront or behind the wheels and drive or roll the tire onto it. That should give it enough clearance.

If there is a floor jack available, place it at the front jacking point. If your car-sitter doesn't know where that is, he should look for the two arrows on the bottom of the lower facia panel behind the front wheel.
The C4 frame is stiff enough that a floor jack will raise the rear wheel when jacked up at the front jacking point. It will be enough to get the flat tire off the ground so it can be removed. At that point, he should place a jack stand just ahead of the rear jacking point (arrows there too) and lower the floor jack.
Once the tire is fixed, he can raise the car at the rear jacking point and get it high enough to re-install the inflated tire.

I just bench press it up a little bit.

I know my Z52 frame is stiffer than stock, but I've jacked-up my '88 from the front point and the rear wheel will come off the ground as well.

I read this Sunday and thought "good thing to know" Went out to clear the driveway with the snowblower and noticed the Vette's right front tire down into the dirt up to the rim AND the sidewall bulged. I have alot of work to do now. And a new pair of tires because I didn't put it on stands like I was going to do.
