Default vacuum manifold or AC/Heat Programmer for 88 Corvette

I am having a problem with my 88 Vette. When I press the Econ mode on the Auto Temp Control Unit it will blow out cool air. However, when I drive for a while, hot air will start coming out the vent. And, when I press the auto, heater, bi-level, and defroster buttons, the AC will kick in. The AC will not run when I press the Econ button. I think that the AC/Heat programmer or vacuum manifold has a vacuum leak or is bad. Only problem... I do not know where it is located on my car. Can someone tell me where it is located in a 88 Corvette?

Electronic Temp Control? If so, I'll post the flow diagram. In ECON outside air is passed inside without heating or cooling. So you will get engine heat when driving slowly and fresh air at highway speeds.

In Economy mode, the compressor isn't supposed to kick in. That's where the economy comes from

The programmer is located under the driver's side dash near the brake pedal. It is black in color and approx 3x6". You will have to remove the under dash pad to get to it.
