was I arrested? NO, the fine is only $10, but after all the other junk it is $188.50 for something I didn't do.
heck they are charging me 10% of fees for a fee.., what gives with this??

They do that in Cali too, because some minor infractions are mandated for a first offense to be a paltry $25 or whatever, but the state loses money on those so they charge a $100 administrative fee which the local issuing county pretty much keeps.

I would say those are published numbers for accounting purposes so departments can count their take.
Now let's talk about the excessiveness of the fine. Folks they use the power of the ticket, and all traffic laws, to assist in revenue for government. Like it or not that's what they do.
This would make a good PR&C thread. I could have fun with it over there. Wouldn't make many freinds though.

it's just not right to:
a) charge 1785% MORE than the fine by adding fees
b) charge a 10% tax? to select said fees
c) charge an arrest fee when I wasn't arrested
I looked through all my tickets over the past ten years and they all have fees like this, further i see that I have paid fines that are listed as "dismissed" ..
move this to PR&C , I'm game

Just read an interesting article about traffic fines in several countries in Europe. They have started basing fines on the amount of your yearly income. Several examples of fines over 100,000 dollars for driving over 120mph as an example. I always thought it didnt make much sense to have a flat fee. A 100 dollar fine effects someone making 20,000 a year a lot more then someone making 200,000 a year. Whats your thoughts?

In all seriousness...this is exactly what you should do. In a criminal case, the burden of proof still rests with the prosecution, not the defense, despite our current fascination with Socialism in America.
Make the officer prove you're guilty. If he can't do that, you're innocent. If he can prove it, clam up and pay your fine.

how can he possibly prove I was speeding, or can I prove I wasn't? (which I wasn't).
to wrongfully accuse me of speeding is one thing but I think my issue is more with my position that it is not right or legal to charge for all these fees (and 10% fees of a fee??)

Usually, an LEO can "prove" that somebody was speeding by using equipment that registers the speed of a vehicle. Radar, Laser are two examples.
LEO's can state in court that as a trained observer of traffic speeds, he can make a reasonable determination of a vehicles' speed and write a ticket based on that training and experience.
Another method would be the use of a timing device like a stopwatch to track the time a vehicle traveled over a known and marked distance.
Here in WA, we have airplanes flown by the State PAtrol that track cars speeds based on timing between marks on the side of a freeway. The pilot can track a car, radio the vehicle description and speed to another Trooper on the ground, who pulls the car over and writes the ticket. The pilot of the aircraft does not have to appear in court if the ticket is fought. Smae with radar or laser traps. One LEO handles the unit, the rest of the LEO's simple are told what car is going how fast and it's ticket city.
