Turn signal short in tilt column

Default Turn signal short in tilt column

Working on a 92 for a friend, he complained that the right turn signal sometimes didn't work. Today while I was trying recreate it, I discovered that the signal worked with the tilt wheel all the way up and would stop whenever I lowered the wheel. I was able to get it to work a little as I slowly lower the wheel, stopping every fraction of an inch or so.

So something in the column is loose or worn out. Would someone please point me in the right direction on what to look for? And is this going to be easy or should we seek expert help?
