dash vents dont work when air is on

I have a 1991 Vette that blows air cond through floor and defroster vents but very little at dash vents. Any suggestions?

Replace the vacuum check valve. Less than $5 at any auto parts store:

The vacuum check valve also supplies vacuum to the cruise control. Does that work?
