Louder Exhaust
#2
Cheapest is a set of muffler eliminators. I put a set on my 96 CE for the time being until I pup the trigger on a full exhaust. It is pretty easy, but a new set of mufflers would be as easy but would cost more. Lots of videos of C4s with aftermarket mufflers, exhausts, and muffler eliminators.

Ask at local muffler shops. They can cut the mufflers off and replace them with pieces of straight pipe. You can have them re-use the OEM tips or just get some chrome ones. Figure $35 per side??
Your C4 also has a resonator. that can be cut out and two pieces of pipe welded in as a replacement. The car will be louder, but that will create lots of interior drone.
The best way to get a nice exhaust note is with a cat-back exhaust system YoOu would be looking at $500-$1100 depending on the system , but the sound will be better. Look at Magnaflow, Corsa, and Borla C4 cat back systems.

I have muffler eliminators on my 89 with a 383 motor and I really like the sound...The only thing from the motor to the exhaust tips is the Magnaflow catalitic convertor, and the exhaust isn't as loud as you would think......WW

Melting Slicks
Two sets of flowmasters got louder in time. An aggressive cam adds, too.
Now I am looking for a quieter system and hi-flow cats.
