If you keep searching you may find a lower mileage Vette for a little more money. As stated before it depends on the condition and how well was it taken care of. There are a lot of variables

As DT86 said it'll vary depending on a lot of things - I (just 4 days ago) bought my 1996 with the LT4 engine, 97k, a few performance mods for a bit under $7k - knowing that it needs a paint job...... The asking price for the car was $13k - I started negotiations at @ $5900.
I'd spend more time looking personally.

I would have them fix or at least diagnose any major problems (aside from little stuff/normal wear) before negotiating a price. Repairing these cars may be easy sometimes but not always cheap.
With the C4 generally it's better to find a nicer car and pay a little more. You're going to pay more anyway if you buy a car with problems that need to be fixed. So pay more up front and save time, and drive a nicer car from the start.
