If you open the storage compartment behind the passenger's seat, you should find the Service Parts Identification label. On the label you will find the RPO codes for the car. If you see NG1, then yes, it is possible to have a C4 with PRO NG1. It will look something like the one in this post.
All that would mean is the car was originally sold to a New York Dealer and the car would pass New York state emissions.

For the record unless you have a special edition C4 like a ZR-1, Callaway or one of the 1,000 Grand Sports there is nothing special about the C4 generation.
