C4 Fuel Extraction
OK, so my C4 has been sitting for several years with gas in the tank. Can I extract it from the fuel filler neck with a siphon or must I drop the tank?

Mine just got started on 8 year old untreated gas and stuff. Ran out fine.
Easiest way is to open the fuel line by the intake and the gas will come out, or use the pump it self.

on both counts. IIWM, I'd try to just burn it up. But if you feel compelled to dispose of it, I'd disconnect the fuel delivery line where even is most convenient, run it into your buckets/cans, then replace the fuel pump relay w/a jumper wire.

Give it a sniff if it smells like turpentine pull your fuel filter and pump it out. Then pull the pump and clean the tank. The hardest part is the filter. New parts where needed.

you can pump it out with one of the cheap syphon hand pumps from Azone or Oreillys or any parts store.

Here would be my solution. It might be beneficial in the long run to do it this way. Talk to Racetronix and see if they can sell you everything but the pump. I believe it is under $40. Take the old pump out, replace the dampner with the fuel rated hose and clamps they supply. Clean the threads a bit and suck out all the old fuel. Before reinstall, read up on fuel level sender problems and follow the guide to clean the sender. Reinstall, dump fuel and start.

Seriously I would see if it starts and drive it till its empty. Not sure if I would mix old and new gas unless the tank is pretty low so that you have more new than old fuel.

If you go that route, you risk running bad gas into the system so I'd definitely run it dry, dump the plugs and oil. This is assuming it starts and runs well enough. OTOH, you won't know what debris is in the tank nor will you know if the sock is gummed up with debris. After this many years, why would you not suspect the sock?

Disconnect the fuel filter and attach a 3/8" fuel hose to the fuel line. Run the line to a bucket or tank. Jump the fuel pump relay with a paper clip or power up the fuel pump manually by removing the filler neck cover.

Siphoning is nice and easy but does it accomplish more than getting the gas out? For $40 or less, I can do all that.

You could. But with that old gas, I would check for debris and if the windage tray is still stuck down there and if not, I might have to look into making one. Also, how do you change the sock without taking the pump off? How do you take the pulsator out and replace it with hose?

I'd pull the filter line and use 12v direct to the pump to pump it out. No way I would take a chance with 8 year old fuel.
