Default Detailing Tips for dull spots

So my 86 vette has lots of dull spots in the clear coat.... tried tar and wax remover to confirm it wasn't dirty or just poorly waxed. What's a good way to fix this?

Also, any other tips and tricks for detailing interior or exterior would be appreciated

It sounds like the clear coat is failing. If you can post pictures of the faded areas that will help determine what you can do with it.

Theyre all over the car. Small circles that are pea to nickel sized. Not by my car atm otherwise I'd get pictures.

If wet sanding with 3000 and polishing don't fix it. Unless some already wet thru the clear. paint time.
