[/QUOTE]If the brake is engaged, there would be no tension till you release but the pads would have to be engaged. If the pads are not contacting the rotors, there should be tension. I'm confused.

That happens a lot.
When I bought my '88 from a dealer I negotiated a better price because they said the brakes were stuck on. Their service department said it was not driveable.
After I bought it, I showed them how to release the brake and it worked fine.
