1992 C4, is this a good value? Would you buy it?

What part of the country do you live in? Location could dictate value.
From the pics, the wear on the steering wheel and the shifter looks minimal so the mileage may be correct.
Please take some one with you to look the car over. You can post a request in the Forum's Events and Regional section asking for someone to do a test drive for you too.

I bought my '84 last May for $4300 with 35k miles. My seats are in pristine condition, reflecting low miles. As is the rest of the car. No scratches and no cracks in the body.
The driver's seat in your picture looks pretty raggedy for such low miles.
I might pay $6k for it. No way I would pay $9k for it. Last month I had a chance to buy an '02 with 47k miles for $9500. Excellent condition but just don't have room for another car right now. Also passed on an '02 with 97k miles, excellent condition for $7300.
If it is going to be your DD, shop around. Plenty of inventory to choose from.

I don't like the looks of that car at that mileage. The only way those seats would get like that would be if the car was left outside most of it's life. I would look elsewhere.
I agree with your strategy about buying a low miles example. It isn't just the drivetrain but every component of the car that will have the same use. I expect to pay more for a low miles car, and from my experience, they rarely have 'mileage' problems. I've had my '96 for 6 months now and there are no issues other than the typical fluid flushes, battery, tires, headlights, etc... It's like starting fresh with a low miles car when all is done.
You will need to travel to get the right car 9 out of 10 times. I drove 500 miles for mine. Worth every penny of gas, fast food, and a motel room. If you want a really nice one, expect to pay over $10k. Even more than that for the '95 -'96 vented 'opti' LT1 cars. You get what you pay for with everything in life in most instances. If you get cheap Chinese tires, don't expect them to be high performance Goodyear or Michelin quality. Cars are no different. If it's cheap, there's a reason.

IMO, that car is not worth $9,000. Pretty uncared for with supposedly only 39k on the ticker. I doubt your in a rush, give it some time and find yourself a betta one for $9,000. IMO, 39k doesn't make any more promises than 139,000.

Look at the brake pedal and see how much wear is on the pedal especially at the lower right corner. 39K wear should be non-extent with that kind of mileage. I'm in agreement with the other comments. The car show way too much wear for a 39K mileage car.

I bought my '92 on February 15, 2015. I gave $7000.00 with about 108000 miles on it. It looks good, but maintenance was not kept up on it. When my brother gets the optispark replacement finished, I will have about $15000.00 for my total investment. Don't get in a hurry and you should be able to do better than I did. I bought mine because the Black Rose color just reached out and grabbed me. I don't regret my purchase, but I would have a hard time getting back a reasonable portion of my money. Fortunately I have a son. I think it will eventually work out real good for him.

I paid 7k for my 94 with 93 k on it, has like 102 k on it now, tires, parts, alignment, probally put 3k into it, and oh so much time, couldn't sell it for more than 5k now, can pick up a really good c5 for cheap, if you want a daily driver go with the c5, I love my c4 and have no plans to sell her she keeps me busy

Don't buy it. No matter what anyone says, you will probably have to spend around $2000 to $2500 in the first year (On non-cosmetic things) when you buy a C4 and then after the first year you're just doing regular maintenance with the odd mishap. It looks like that car you want to buy will need another $4000 AT LEAST on cosmetic fixes and that's not worthit in any book. If the price is 9k + 4k then you're looking at 13k on a C4, AND THEN you have to allocate some money to sort out the mechanical issues as mentioned before. You're looking at 15k by then. You might as well buy a C5 for that money or two C4's.
36k mileage doesn't mean the car is in good condition, it could have a bad gearbox, engine could be in a state etc. Look at it this way, what kind of owner(s) destroy a car like that within 36k miles. A Corvette with 140k miles could be better than one with 40k miles, it all depends on the maintenance of the vehicle and on which parts have been replaced over the years.
It's clear that car was owned by people who have no respect for motoring and for Corvettes. Leave that car to someone else, for that money you should do much better!

I bought mine last summer. '91 with 45K miles for $12,990. Love the car, but now I think I paid way too much for it. Oh well, buyer beware, but it is still a really nice car.

Hey everyone I've been browsing around for a more "fun" car to drive that won't break my bank and found that a lot of c4's are very reasonably priced. I wanted a low-miles car because it will be my DD. I would like some thoughts on this 1992 C4. The driver seat on this car is in pretty bad shape, I haven't went to check it out yet, I was going to today but I got some better pics sent to me from the dealer and I just don't know if I want to drive 40 mins. The guy was nice enough to send me pics highlighting the physical defects of the car. I would be able to get this car at $9k tag price with 39k miles. Thoughts? What would body and interior restoration cost me?

I recently paid $7000 for my '92. It is in very good condition with new exhaust, water pump, opti spark, etc. It had 77k miles and is auto trans (so my wife can drive it too). The driver seat is worn some but not as much as that one. I had to put brakes and short shaft u-joints on it which I did myself for no more than a couple hundred. I've put 1500-2000 trouble free miles on it so far.
I'd keep looking. They are not that rare. If you have to sale anytime soon you won't get your money out of it. 9 is too much.
