Boy is that a loaded question! It makes a difference on the money you have available, mechanical tools and skills you have available, whether you can drive or want a manuall transmission, whether you want a coupe or convertible, etc.
For example, I wanted a C4, convertible, manual tranmission, didn't take premium as it was to be a cruiser, mostly good condition but knew I'd have some work to do on it. I found an 86 convertible that filled those requirements at a cost I could live with so I bought it. It's not perfect but it's the closest I could get to my requirements.
Best suggestion is to list out your requirements then provide that list and ask for recommendations

Just buy one you like, they all have upsides and downsides to every year, body style, color, interior options etc. The newer you buy and lower the mileage generally the less things break, BUT the Newest C4 is 21 years old now, thing's are going to break.

1) Do you prefer the early or late body style?
2) Do you prefer the early or late interior style?
3) How important is performance to you?
3b) Is power or handling more important?
4) Auto or manual?
5) Do you want a stiff ride with great handling or a moderate ride with decent handling?
6) What is your budget?
7) Purpose: Daily, weekend cruiser, show car, track car, project?
And that's just the start of it.

If you've already selected the C4's you must have some idea of what you like about them. For me, I wanted a convertible and the 94 was the first year with a glass rear window. That narrowed my search. Unless you enjoy 20+ year old sports cars and working on them you may want to think newer models. JMHO....

For me the op's question does have an answer: 1995. Lot's of q/c upgrades this model year to eliminate squeaks and rattles. Last year for OBDI; in my state means no emission testing. LT1 is a great engine; the big weakness being the aforementioned optispark.

I have a 1991 red/red L98 with bronze top. Love the car, but thinking about selling to upgrade. If interested I'll send some pics. I have fixed all mechanical issues with the car - is 100% mechanically sound.

Decide your "must haves" and budget. Even the best cared for C4s will have needs. The older cars the electronics are less complicated the newer cars are improved but also have more technology. What can you do yourself? That will play apart in how far your budget will go. You should think about not speeding the entire budget on the purchase. You may have to deal with immediate needs. After all you want to be able to enjoy driving the car not ponding on how much it's going to cost and how much time it's going to take to make it drivable.

Thanks for all the insight guys. I have my eye on a 95 rag top that's in good condition. I test drove an 86 4 speed that is rated 230 hp that was in descent shape. That car was faster than I would have thought. Anyway I think I'll go with the newer model. Thanks.
