I suspect it will take $20k to make it worth $9k.

I doubt it. Like you said, it would take a lot more than it's worth to bring it back.

When is the last time you saw a valve stuck from sitting? me, never! Was it left to "loose" when he installed the heads, did it then strike the piston and get bent? I too thought about "cruzing" over to Richmond to have a look. If your lucky, just need a valve job and a pushrod, bad luck..need an engine.

Spent less buying my 84 and it was in better shape as far as paint goes, hard to tell as far as interior goes. I'd stay FAR away from that car, you thinking it would take 20k to restore might be a little off, but I would say atleast 10k (including a 6k dollar paintjob and you doing all the mechanical work)

Aside from the stuck valve weirdness, i would say that it is easily saveable by the right person. Someone that can do all of the work themselves. We bought my brother in laws car in a similar shape. I hadn't run in at least 7 years so we didn't know the actual status of the engine or tran. We considered a rebuild for each into the estimated repairs and bought it anyway. We had to go through the complete fuel system from the tank to the injectors and sort out some questionable mechanic work and it ran great so score. We have about $4500 into it now and that includes all new suspension, wheels & tires, and the interior put back together pretty nice. I figure by the time I paint it and we do a few more things we will have his car a real nice driver / auto crosser for $5500 to 6K. That is cheaper then you can expect to buy a "nice" one that would still likely need some repairs. So if you can be smart about buying your parts new and used and do all of the work yourself this could be a good car. I would wait a month or so and after the ad is still up there I would tell him I would give $1500 for the car. Call me if you decide to sell otherwise have fun parting it out

Seller is delusional. Seriously saying "PRICE IS BOTTOM DOLLAR CASH. lowballers dont waste your time,IF YOU OFFER LESS I will expect to keep parts of the car." What's he thinking of keeping? The "new" cluster that sat out in the weather for years.

Either we are hearing a recorded roar of the paper tiger or he thinks "because it has the corvette emblem it is worth more money even if it is a POS."
