The company that sold the sidepipes also sold the fillers. Besides the sidepipes/covers, options included those fillers, silver ceramic coated ("chrome") tips, and an extra resonator pressed into the "sound chamber" for additional sound attenuation.
Without the resonator, it was called the "Sport" option. With the resonator, it was called the "Touring" option. (You will find the "SOUND" options referenced in the sales promo document in the OP. The presence/absence of the resonator was the difference). The resonator was added IN ADDITION to pressed/molded fiberglass packing....so either option had muffler packing. The "Sport" option barks a little more...similar to Borlas. The "Touring" option is probably more comparable to Magnaflows. Neither is obnoxious. I've never ridden in a C3 with sidepipes but I'm sure these are quieter.
FYI: Muffler packing was missing in the unit I bought back in 2006. Because Lawrence-Keech, encouraged having muffler packing -- to avoid premature shrinkage/damage to the front rubber isolators, I used 2k-deg adheshive -- combined with stainless screen -- to repack my mufflers. I also recommend heat reflective tape/insulation on the backside of the pipe covers. This will abate paint bubbling/blistering due to heat. To me, both of these issues are important...though easy to address. Feel free to contact me for any guidance on the topic.
GLWTS! It will be interesting to see how these are retaining (or gaining?) value.

Here's a couple more pictures of installations in case that helps the sale...
This is my black car with hi-rise hood, wing, and sidepipes...
I like the "two-tone" scheme for other colors. To me, keeping the pipes black visually helps maintain the C4's F40 body shape.
Bigpoop: Let me know if you'd prefer this pics be removed. I thought some other installations might help visualize customization ideas for the sidepipes.

Side Pipes / Side Effects LAST CHANCE
Just checking with 'affectionatos'. Great for stock to mid hp eg. < 450 hp. Make offer. Includes EVERYTHING, including CE color covers. EXCELLENT MIDLEVEL SOUND. This looks cool. Stands out. NO LONGER PRODUCED.
