It can if programmed correctly. I have to get mine inspected by the end of july. Alvin at pcmforless told me that he has programmed cars with the hotcam that passed in california.

Melting Slicks
It passes easily with good cats on the car. If someone has gutted the cats you are about to buy some new ones. The cam will produce way more HCs than the stock cam, but good cats will clean it up.

I have read where some LT4 Hotcam owners with LT4s have had miss codes... this should not be a problem with OBDI cars, tho, mainly, cause they don't record them!

I guess it may depend on the year of the car.
I guess it would depend on the year of the car. An 85 with a HotCam would do OK without reprogramming but a 95 would get killed. If you want to have the car run its best, get it reprogrammed. Then emissions should be a lot easier.
