Default code 44

Hi, I have been getting a code 44 for years now and really want to get it running right. I read that the computer should send .35-.55 volts to the sensor when running so i cut the wire going to the O2 sensor (A16) right up by the computer and connected a volt meter to it and the battery and got a reading of only .18 volts. I also ohm checked the ground wire (A22) and it came up good. I replaced the computer a few years ago so im really hoping that it is not the problem but is their anything else that could cause it?

Replace the O2 sensor....
