Default Bearing washer installation?

The Teflon coated washer for the rear wheel bearing has a slight flange on the inside diameter of one side. Does the side with the flange go toward the outside (wheel & tire) or toward the inside toward the axle spline? (click to enlarge photos)

Looking at the threaded end of the yoke/spindle slip on the washer (as pictured in "A"). Look closely at the yoke/spindle where the washer seats/butts up and you'll see why....there is a taper on the spindle flange....there is also a slight "female" taper on the inside of the bearing.
