I'D like to know for a 94 Corvette what's the difference between the Z-51 suspension vs a standard suspension? can a standard suspension be upgraded to a Z-51suspension?

Bigger Sway bars front and rear
stiffer shocks + spings
Quick ratio steering
17x9.5 aluminum wheels with 275/40 ZR 17
Power steering cooler
HD lower Control arm bushings

at least most of it.

The performance suspension package in '94 was called Z07. The RPO code Z51 went away beginning with the 1991 model year when the package was renamed to Z07. This new package was available only in coupes and the FX3 Selective Ride Control system was added to the package. Z07 also was available with auto trans. Tire air pressure was lowered to 30psi.

Beginning with the '96 model year, Z51 returned as an RPO with a price drop to $350 from the previous $2000+ price. The FX3 package went away and replaced by F45 which was a stand-alone option.

As far as adding the heavier duty suspension, you can install most everything but the FX3 system will be very difficult to do given what is involved. Also, there are a lot of aftermarket suspension components available that are equal to or better than the factory HD suspension.

I'm not sure that there is any difference in the steering ratio in the later cars. Early C4's (80's) did have a quicker steering ratio when the Z51 (or Z52 prior to '89) package was ordered but I think by 91 or 92, there was only one steering ratio used.

Yes, you can upgrade to stock parts (used only) would be very $$$ if you do not already have FX3. Would be better to go with aftermarket setup like those offered by Vette Brakes and Products.

A 94 Z07 had stiffer front and rear springs, HD lower control arm bushings, FX3 shock package, 30mm SOLID front bar, 24mm solid rear bar, 275/40/ZR17's at all 4's with 17X9.5 wheels. Also, included the J55 13" front brake package. THAT IS ALL.

The Z07 Package like the Z51 is intended for auto-x and track use. HANDLING. They DO ride stiffer, big improvement in handling however.
