Just started to tear in to radio change on my 90. Just wondering wat this is behind the insterment panel"

That's the connector for the ZR-1/LT5 "Valet switch". It wasn't until several months ago that it was determined that the instrument panel harness was shared across the entire Corvette line in '90. There's two harnesses for '90MY one with C60 manual A/C and another for C68 automatic/electronic A/C. In a non ZR-1 application I don't recall the connector being powered. I had asked a person to check it on a standard car but I don't recall that person ever posting back. I wouldn't think it's powered. You can confirm that. The blue/white would have been 12V in an LT5. I don't believe you'll find it is.
