Default stuck throttle 96

I have an LT4 and when I went to start it today it just raced like it was pegged. I opened the hood and noticed the cruise control servo rubber is cracked. The cruise has never worked, I always thought it was at the button under the pedal and since its a a manual I just never cared. also, the bracket that holds the computer in place is broken so I think when the hood shuts the computer is pressing down on the cc servo. does this sound logical. It runs fine with the hood open. I had the PCM/ECm I forget which one it is, tied in with zip tie but they broke. The throttle linkage seems fine. I know the cruise runs on vacuum but is it possible that if its pushed on that it can engage the throttle. Thanks, hopefully this is as simple as it appears.

Remove the boot off your throttle body.
Look at your twin butterflies. Are they seated?
You could also remove the cruise cable from the TB lever. It is possible you have a vacuum leak.
a bad TPS or coolant temp switch. Start with the basics 1st
