Just because it is clean doesn't mean the passages are. I would still remove the IAC housing and clean the passages. Please tell me you didn't reuse the IAC gasket when you got it?
I would get a set and change the whole lot after I cleaned it out. Probably the top plate gasket, TB to manifold gasket, IAC housing gasket, IAC to housing gasket and maybe there is another one? IDK about stock TB but I would change every gasket you take apart to prevent leaks. You don't just use your buddy's old condom so don't reuse an old gasket.

Did you remove the IAC housing and the top plate to clean the passages or was the TB new?

Have you tried borrowing a scanner from Autozone, O'Rileys, Advanced Auto or someplace that has one?

Did you tune the idle via the ECM or just adjusted the screw? Besides, 750 or not is dependent on the system. Mine is set to command idle at 900 because of the set up. So if the ECM is commanding 900, you will never get 750 without a lot of rough running. Hence the stupid questions I ask.

OK. I guess at this point you are going to need a scanner to see if your RPM is right along with the IAC count at the very least. Also, the command idle would be nice. We have no idea what the PO, aka moron who might need to be shot might have done.
