Sway bar question

I would think only the rear. The front dimension width at the control arm mounting links should be different and I would think a "no fit". I don't have the specific dimension but I've always seen the front having '87 and earlier OR '88+ applications. "VSTOL" asked a similar question earlier and I suggested maybe a call to VBP to ask the dimension.
You will need to use the appropriate hardware at the frame mounting points to match the diameter for sure on the rear.

I have the parts car, so I have all of the parts. Was hoping it would be a simple swap.

No. They don't work. The early arms use a bracket to mount the front sway bar to. Post 88 have the bracket cast into them.

Your observation has NOTHING to do with the OP's question. The construction of the sway bar is identical all year C4's with the difference being the widths etc. Both early and late C4 front bars use the same part numbered bushing in the "eye" of the sway bar.
