3 pulls for $250-DYNO
So I've got a local guy that will install a modified "open air box/filter" and do 3 dyno pulls/with adjustments for $250. Says it's a "deal" for me..Is this a deal?

You dont need adjustments for an air filter can he tune OBD 1 cars?
Havent been on a dyno in a long time hard to say on price
Never saw the sense in 3 runs personally oh well.
Id say get someone to help you put the air lid on skip the dyno wait til you get some parts on there that make a bigger difference...or if theres a track pay $30 and have a blast making passes. WAY more fun

If you don't have any other mods(at least headers)then I would skip the tuning.

Hell no. For a set of tin snips, you can cut the air box out and get as much as he can out of the run. I guess on the form at the shop, you would list your name as Ben? As in Ben Dover?

You can buy open lid air cleaners and install one yourself, or as mentioned, use some tin snips and cut an opening in your air filter lid. As far as the cost of 3 dyno pulls, IMHO, that is pretty high.

The ECM controls the timing as well as the A/F mixture. OBD1 cars use a chip that can be replaced with another. A good tuner will do some datalogging and from that data, burn another chip that would be installed into the ECM. Unless this guy has that capability, the dyno pulls will not do much of anything. Did he tell you exactly what will be accomplished by the dyno pulls? What gets changed and how it will be done? What are the anticipated HP/Torque numbers?

$250 may be a deal if he is tuning your ECM and he knows what he is doing. If he is not doing a tune, walk away and spend your money elsewhere.
The factory engineers put a pretty good stock tune on the stock setup, and an open airbox is not a big modification. So if you want to do this deal with this guy, you might consider adding a few more bolt-on parts first, then the deal will be more worth your while.

Dyno-tuned chips are not usually so cheap if he knows what he is doing.
