When I take the cap off of my 1991 C4 manual clutch reservoir, it said to use only DOT 3 fluid. Can I use DOT 3 brake fluid or can I buy DOT 3 manual clutch fluid?

Dot3 brake or clutch fluid should be equivalent...

You can also use DOT 4 or 5.1 as they are all glycol based fluids. Most glycol based brake fluids sold these days are also branded synthetic so be sure to look for that. It cost little if any more than non-synthetic brake fluid so no reason not to look for it.
