Fog lights with headlight doors closed
Can someone please tell me should my fog lights work with the headlight doors closed my c4 is a 1990 uk model bought straight from the states new when i move the headlight switch to the first position the doors open and the lights come on

On my 1990, I can turn on the fog lights with the parking lights on only (headlights off)

The early C4's would allow the fogs to be on with the parking lights only and the headlights closed. It has been that way since new on my '87. I'm unsure of what year that changed.

There must be something changed in the wiring on the uk cars the first position the doors open and the side lights come on (small bulb in the headlights) second position main lights come on and can be switch between high and low beam the fog lights operate on both the first and second first position doors only close when returned to position 0
do you not have the side light option in the state ?

European vehicle lighting laws (including the UK) are different from those in the US.
If the car was made for export the car would have been configured to meet the vehicle laws of a given country. Does the RPO code CU9 show up on the Service Parts Identifiaction sheet? That code is for delivery to the UK. If it's there, the lighting system would have to meet the UK standards.
What are the "side lights in the headlamps" ? US cars don't have any separate bulb in the headlamp itself. The only side lights are the ones in the housings just in front of the front wheels. US C4's have an amber light in the forward part of that housing and a white light that only comes on when the turn signals are operating and then only when the headlamps are on.
All of my C4's I have owned ('87, '92, and '93) would allow the fog lamps to be turned on with the parking lights on.

I use the fog lamps whenever I want to be seen but don't need headlights to see yet. (like at dusk, dawn, fog, etc.) I have done this regularly with all my C4's. It is a feature that I use.
I turn on the parking lights before the fog lights work. I have had '85, '87, '88, '94, '95, and '96 cars that all worked the same. In the owner's manuals it states that
"Your parking lights or low beam headlights must be on or your fog lights won’t work."
This was taken from the '94 manual, but I found similar in other years.
I don't know if the export versions work the same, but if you have the owner's manual, you might check if it describes the operation.
