I assume they mean the vaccum line on the pressure regulator then just pull the line and plug it with your finger..

Is there are schrader valve on both fuel rails, or just one?
Also, should I start the vehicle with the fuel pressure gauge attached and screwed to the valve, or should I attach it with the engine running?

Attach the gage with car off. There's only one schrader valve located on the passanger side of the engine. Plug the rubber vacum elbow. Unpluging the vacum from the fuel regulator simulates a WOT condition.

Ok, I got it. It does do something weird though. I also didn't like having raw fuel squirt out onto a hot engine when I first attached the hose to the schrader valve
Key on engine off I see 43 psi
Engine idling it drops to 38 psi
Pull off the regulator vacuum hose and it stays at 38 psi (Weird, shouldn't it increase with the vacuum hose off and plugged)
put the vacuum hose back on and rev it and it spikes to 45 psi
Is that normal that it didn't increase with the vacuum hose off and plugged
