other than any internal improvements that were made year to year, there are no differences
gear ratios are all the same
GM just changed their naming system in the 90s, thats all.
Of course, the 4L60E is electronically controlled, but that was later (94?).

There is a major difference the 4L60 is based off of the 700R4 but it is compleatly computer controled the 700R4 only uses the computer to lock up the TC and even that can be buy passed with the rite kit see the following link http://www.700r4.com/sitemap.html the 4L60 uses the computer for shift points and when to downshift every thing. Go to the web site I listed they are the best I have seen for overdive trasmision information.

The 4L60 is the same as the 700R4 (renamed)

4L60 = 700R4
4L60E is not the same as the 700R4. 4L60E requires a PCM.
4L60 uses an ECM.
PCM controls shifting, etc.

no difference other than the name. In late 93 GM introduced the 4L60E which is still the same as the 700R-4 but it is now Electornically controlled.
