Default 85 Dash Lights Dim

Why would my dash lights be bright when the key is on and dim after the engine is started? I have to turn the parking lights on to read the dash with it running.

Typically, when this happens the light sensor in the dash has gone out.

It's located above the speedometer display. When the ignition is turned on, the lights go to full brightness and then the optic sensor sets the lighting level. You override the sensor when you turn on the parking lights because the light switch is connected to a rheostat to change the dash lighting from dim to full brightness. According to Gordon Killebrew, if this sensor is bad, the entire dash cluster must be removed and sent to a service center. :(

In my C4, someone has covered over the sensor with some kind of tape or something. My dash is dim as well. I tried to pull off the substance but it is stuck on tight. If I were to get it off would that light up the dash brighter?
