That depends on your qualifications of "best". Rubber bushings are best for stock-***** and people that don't want to pay extra.
Poly bushings are much, much stiffer than rubber and as a result, the stock suspension will not deflect as much. It will be able to work more like it was intended. Sometimes you might find the ride to be a bit firmer, but mostly you'll find it to be more responsive and less sloppy. Poly bushings can squeak BADLY if the proper grease isn't used during installation.
The graphite-impregnated poly bushings are supposed to perform as well as regular poly, but are supposed to be quieter.
