Please define "best".
Check my site for some mods that have done the job; I'm sending you mail with a recipe for TPI HP, all with way up to +100hp gain.

Depends on how much you want to spend.
Mini Ram-$1250=95-125hp (according to TPIS)
Cam-$150-$400=Roughly 40hp
Heads-$1300-$2000=Roughly 40hp
Headers-$300-$750=Roughly 20hp
Computer Prom-$190+ = Realisticaly 10hp (on stock eng.)
K+N filter- $55= 10-15hp
Cat Back-$600+ Roughly 15-20hp
Really it is all on how much you want to spend. You could get a chip, headers, and a K+N filter and you would have about 45 extra HP. I am sure somebody will come along and dissagree with my figuers but, they are just that, figures, meant to be a guide line. But, the three mods. I suggested would get you there for right around $1000 if not under. Depends on what headers and who makes the chip. My .02 cents worth, go with the TPIS headers. They are expensive but are the easiest to install and, come with the "Y" pipe.
