No, it won't flow that much.
There are several sites of actual flow numbers for various setups. Check out the ThirdGen.org board and do a search for them.
I've got some of the links saved, so if you can't find what you're looking for let me know and I'll track them down in my "BookMarks".

The runners flow 218 CFM or so...they are the choke point.
To get around it, you can siamese the base about 2" and then each intake cycle can pull 2 runners worth of air.
Thirdgen has a pretty good coverage of everything you can do to a TPI motor. Check it out...

stock runners flow almost 210 so how can large tube as&mrunners flow only 218? asm says they will flow almost 260.

They flow 260.
The only LTRs that flow better are Extrude Honed Accel's. Here is what could be considered an independant test due to the fact they are trying to sell stealthram's here.

There's a site with the actual Dyno Jet numbers of a engine running a Hot Cam, 58 mm TB, heavily ported Edelbrock TPI base, large tube Arizona S&M runners and ported plenum compared directly to the same setup but with a MiniRam.
I forgot where the ariflow numbers are posted - I suppose I could find them if I look long enough - but the TPI setup listed above only made 272 HP @ 4800.
If that setup flowed 260 cfm, I'm sure the HP numbers would be substantially higher. 260 CFM supports over 500 HP.
Remember, it's what the parts flow when all bolted together, not what each individual part flows. Here's the link.

Here are some flow numbers from Dec, 1998 "Hot Rod" for intake & runners:
199cfm-stock
214cfm-Accel
217cfm-Accel, extrude honed
233cfm-Accel hi-flow manifold
243cfm-Accel hi-flow manifold, extrude honed
267cfm-Accel hi-flow manifold, extrude honed with Accel runners (not sure it these are siamese or not)
My understanding is that Accel and TPIS BM base are the same.
