Default Lights

I am having a baffling issue with the front parking/turn signals. When the lights are off the turn signals in both directions works fine. When I turn the lights on the passenger side lights do not come on but the turn signal aspect still works. I replaced all the bulbs in the front to no avail. When I am in the car and turn on the lights the right turn signal indicator stays on steady. In other vehicles that usually meant a bulb was burned out but since I have replaced the bulbs I am not sure what else to look at.

Im thinking a bad ground someplace in the circuit. Guess I'd be getting out the trusty Helms book and checking voltages and resistances... might be in the t/s circuit for the Rear lamps...
