Not sure, but they could be a form of check valve.

I am not 100% on this; however mine had those as well. I believe they are from either the ceramic coating process or they are used to polish the coating after it is applied.

Aftermarket carburetors parts go through the same process; they are placed in a tub with a polishing medium of different materials. The tub is then shaken and as the polishing medium constantly passes/vibrates over the header/parts and gives is a polishing.

Again, not sure if this is the case with the 2149’s, however many other automotive parts receive the same treatment for cosmetic finishes. I tired to get mine all out.

So remove them or not, because I know a few of them are really stuck in there...........

That is part of the coating process and it is nothing to worry about. It has to do with the stripping process befor the coating is applied. Wont hurt a thing!

Before I put ceramic coated headers onto my IROC I noticed that all the AIR tubes and the EGR tube protruded into the header tubes, so I cut them all flush with the insedes of the header tubes.

Also, if any of the weldment between header tubes and mounting flange is so thick as to close off the header tube you might open them up; just be careful to leave enough weldment for a good seal between tube and flange.
