Default rough cold idle

I've been working for awhile to get my vette to run perfectly smooth... I think i'm almost there. Here's the problem. Car starts up fine, fires right up. While its cold it idles loud and rough. once in a while the rpms may drop and it seems like it might stall (although it never has). After the car is warmed up it idles smooth and very even, rpms hold steady.
Here is what i've changed (pretty much a standard tuneup):
plugs (didnt do much)
plug wires (helped a little)
Fuel Filter (gave me a smooth warmed up idle)
cleanted TB (Easier starting, and a little smoother cold idle).

any ideas? maybe distributer cap?

i'd check and service ,check all vac. line etc. and see where i'm at
