Default When I turn my power steering is making a whining sound

I added some valvoline synpower power steering fluid to it yesterday because it was barely reading on the dipstick it says it meets GM part number 1050017. So if it meets 1050017 part number is it ok to use it on a late c4? I haven't been hearing this sound until now.

You should be ok as long as your using actual power steering fluid and not ATF fluid like some suggest. The whining your hearing is air that got into the system when the fluid got too low. It should work itself out after a couple of full turns of the steering wheel left and right.

Good way to get air out is jack up front of car, and turn wheel back and forth.. Do not go lock to lock.. take the cap off and see if there are any bubbles.. if there are, put it back on, and repeat...

I would suggest, if you haven't done it already, that you flush out your old power steering fluid, not just add new fluid.

Like brake fluid, it does get dirty and excess dirt can cause wear!

Dirty brake fluid wears out master Cylinders and Caliper pistons and dirty Power stering fluid wears out pumps and racks

You can " flush it" without disconnecting hoses by getting an old fashioned battery or turkey syringe, syphon out the fluid from the reservoir, add new, start engine, turn wheel a few times and repeat until the fluid you are syringing out is clear. (get a syringe that will go all the way to the bottom of the reservoir)

As to replacement fluid, I have run AMZOIL ATF fluid in my 1988 unit for over 50,000 miles of hard turns with nary a problem. The unit had 75000 miles on it when I switched from "regular" power steering fluid and was starting then to exhibit signs of "morning sickness"

Works great!

The procedure for bleeding the system is as follows, jack the car up, with the engine off, turn the wheel lock to lock 20 times(40 if equipped with a P/S cooler. Have someone keep an eye on the level as you do this and have them add if it gets low. Straight from the manual.

Actually Jack, someone here did mention an easy way to flush the system, but I can't recall that procedure at this time.
