Default Head light problem

Hello I'm hoping someone might have a answer for me. My headlights will open up when I turn on the parking lights. They function normal when I turn on the headlights all the way on. Could the problem be the headlight control module? The way it is now I can't run the parking lights with out the headlight buckets up. Thanks for any help.

Disconnect the five pin plug at the head light control module. (Note the two red wires on that plug are hot all the time).

Use the Black wire on that connector for ground.
Measure the voltage on the Yellow wire with the head light
switch in the Park position. Should read zero volts. If there is 12 volts, the head light switch is bad. If zero volts and the head light motors are opening with the headlight switch in the Park position the control module is bad.

After testing, disconnect the negative battery cable.
Plug the connector back in the control module then reconnect the negative battery cable.

If you don't have a meter or test light an indication that
the problem is the head light switch is if in the Park
position the head lights are on.

I had the same problem with my headlamp staying up and the shop replaced the module and it was all good after that...
