Can someone tell me is this a good setup for a Z06. Not too familiar with this but seems like its been neutered from its original setup.

Neutered? The stock engine is only 405HP at the crank and he claims 500 WHP on the newer engine build. Seems to be loaded with mod's but from what I've learned it all depends on the build and tune quality. Also it depends if you want a stock or a modified Z. You can get a stock one for about that price plus or minus.

It seemed like it was setup with force induction at one point and removed before sale.

I'm not reading that. A 383 with a big cam and the mods he listed will make 500 rwhp.
