Absolutely not. Long-tube headers alone will fail the visual inspection, and the cam is too big for the tailpipe test. The car passed in Phoenix, so all emissions systems are functioning properly. The car can be registered in any surrounding state without issue. I'd recommend Arizona.

Here's an exhaust video. Those are the old wheels and tires. MPG was way off because I had just reset it when I fueled up.
