It's attached with the flat plastic pins. Remove it, hose it off (upside down). Let dry. Reinstall.

Edit - and yes, you can drive the car without it - it's mostly for sound-deadening.

Try a can of flat black spraypaint. Or go to the dealership and buy a new one for like $75-80.
Good luck,
Bob

Default paint

Well, It looks like I am going to have to take it off and paint it. can anyone tell me what it's main purpose is and is it safe to drive with it off completely. I think the underside of the hood would be much more attractive. thanks

You can run it without the hoodliner. However, if you want it on there, you can get a new one and paint the C5 logo or go to someone like PaulaH and get a very, very nice custom one done. Normally just washing these things off do more damage than good.

Mine loked worse than yours when I bought my car. It had 85K miles of year round driving in Michigan... salt and all.
I sprayed it ( still attached to the hood) with a 3:1 concentration of water :Simple Green, let is soak 5 minutes and then used a pressure washer with a wide fan setting to rinse it off. I let it sun dry
It looks alomost like new.
DO NOT use a brush.l It will mess up the surface.

Many after washing( and drying well) use a can of flat black high heat spray paint. It will then look like new....

I've got one and I love it. Really gives a finished custom look to the entire engine bay!
