Goodwill policy is when GM agrees to fix your vehicle at their expense (or their partial expense) when your vehicle is out of warranty. They do this on a case by case basis and judge it by your individual circumstance. Things they consider are vehicle mileage, how out of warranty, if you serviced your vehicle at a GM dealer regulary, your GM vehicle history, etc etc. They do their best to make a 'fair' judgement from what I have heard in the past.

UPDATE:
After speaking with customer service, and with my dealers service manager and having the car checked by the dealership to confirm my problem was infact the EBCM. They have agreed to cover the cost of repair for a new EBCM.
It was a really weird experience, I did not have to beg, get upset, raise a reason for concern, raise my voice or anything.
I told customer service my story, of having a 2003 Corvette that was purchased in the U.S. and imported into Canada. They had a slight gripe that it wasn't a Canadian Vette, but the service manager made no mention of it.
I am extremely pleased with the way GM/Dealership/customer service treated this obvious manufacturers defect. It shows me that GM is trying to win and keep their customers, and allows me to continue to enjoy my 1st Vette!

I may yet join this list. Luckily I have GMPP.
I had my second warning yesterday. Both have been in identical situations, namely stationary at the lights, warm outside air temperature (around 100 degrees). Both threw a H C1214 but reset by switching off the engine and restarting.
Any thoughts from those who have had the failure?

Note When I brought this issue to the attention of my service manager and mentioned GM goodwill, They offered a 50/50 split , I then called GM and got full value. This tells me they would have got the part Goodwill then proceed to charge me half. Contact GM yourself.
