I know there were 483 99 FRC's that were built with the HUD option(UV6), But how many that had this option were black???

From this web site we know that there were 483 FRC's with HUD (12% of the total of 3847). We also know that there were 1227 FRC's in black. So if you assume that 12% of the black FRC's had HUD - that would be 147.24 cars. This assumption is known as extropolation - which is the best you can do since GM did not maintain numbers down to the individual options.

I think this number is at least in the ballpark.

Not sure why you are asking this question. It is pretty easy to retro-fit HUDs into vettes that did not come with this option from the factory.
