Default Paint Problem on Fenders Behind Wheels

I was out doing some driving and have some slight grayish coloration in my paint that won't come off lower fender area behind the tires (about where splash guards would be). I think it must be concrete dust from construction work but am not positive. I have washed it several times with no effect. When it is wet the discoloration is gone but reappears when dry. The finish is smooth but it is discolored, it does not feel pitted or textured.
What can I do to get this discoloration off my car?
My concrete friend suggested linseed oil but I didn't know if it would destroy the clear coat paint.

Maybe try a good claybar? Not really versed in this situation, but I had a spot on my hood on a different car, you couldnt feel it or hardly see it till the truck was clean. I took a meguiars claybar to it and it faded...still barely there, but not as noticable...

The clearcoat is probably worn from rocks/road debris. Try prep-sol (a pre-cleaner before paint)-it's very mild. You could also try bug/tar remover or WD40-most likely is damaged clearcoat.

You could also wetsand w/ 2000 grit paper and buff. If there is any clearcoat left, you should be OK.

You can use isopropyl alcohol. It will not harm your paint.

Normal fact of life on C5s that are driven. You are seeing the fine chips in the clear coat which leave it milky looking. Have tried sanding and buffing on mine to no avail. Probably need to repaint but Turtle Wax Color Cure Wax works great. My cars have been Torch Red cars and the red colored wax matches the color exactly. It will hold up for a couple of months as long as you don't pressure wash the panels.

I'll give everything a try and hope for the best. I was hoping the clearcoat was not damaged. Thanks to everyone for the information.
Do you think the Meguiers Scratch X would fill the micro-cracks in the clearcoat?

I'll bet it's fine rock and sand chips in the paint from driving it.

Their not cracks, their PITS from road debris, like sandblasting. You have to either wetsand or reclear.
